1.Brother Saidalavi!  
Verse 4/23: Although the terms under mentioned could be implemented over the family relations but the subject of SURAH NISA[4] must be comprehended in consolidation with surah 3 and5 under the core message of Quran. Remember; Al-Quran never emphasize at eating, drinking, marriage, divorce, sex, performance of futile rituals, rather, it is TO PROTECT/ PROVIDE THE MOST BALANCED HUMAN RIGHTS IN LARGE, WHICH COULD ONLY BE POSSIBLE THROUGH APPROPRIATE LEGISLATION AND EXECUTION THROUGH ESTABLISHED ISLAMIC WELFARE STATE .[aqeem assalat wa at azzakat]  
Hope after understanding the following quranic terms one should infer the sense of responsibility of a Muslin society which is facing the challenge of training/teaching the group/jamaat//state/sub-state newly entered/joined the already ESTABLISHED ISLAMIC STATE.  
Terms  
( أُمَّهَاتُكُمْ ) = Your mother state or jamaat [بنیادی مملکت یا ریاست].  
( بَنَاتُكُمْ ) = Your sub-state or jamaat[satellite state]  
( وَأَخَوَاتُكُمْ ) = And your all big/small sister state or jammat[having same manifesto].  
( وَعَمَّاتُكُمْ )۔ = And your group of dignified personalities.  
( خَالَاتُكُمْ ) = your groups of people those are responsible to look after you.  
( وَبَنَاتُ الْأَخِ وَبَنَاتُ الْأُخْتِ )۔ = All big or small sub-group of main jmaat/state.  
وَأُمَّهَاتُكُمُ اللَّاتِي أَرْضَعْنَكُمْ= And all main/mother jamaat those are responsible to couch/train/teaching.  
(وَأَخَوَاتُكُم مِّنَ الرَّضَاعَةِ )= all groups of your training mates.  
(وَأُمَّهَاتُ نِسَائِكُمْ )۔ = And all main jmaat of the weak people under your domination.  
(وَرَبَائِبُكُمُ اللَّاتِي فِي حُجُورِكُم مِّن نِّسَائِكُمُ اللَّاتِي دَخَلْتُم بِهِنَّ )= And you are not allowed to enter in to agreement with the jamaats/state you have been in conflict/disrepair with their domineer.  
(فَإِن لَّمْ تَكُونُوا دَخَلْتُم بِهِنَّ فَلَا جُنَاحَ عَلَيْكُمْ )۔ =If you were not been in despair/conflict then no matter.  
( وَحَلَائِلُ أَبْنَائِكُمُ الَّذِينَ مِنْ أَصْلَابِكُمْ )۔ = And it is permitted [to enter in agreement] wit your son of nation those are legend of power and strength.  
(وَأَن تَجْمَعُوا بَيْنَ الْأُخْتَيْنِ ) = And its also permitted to conjoin the two sister jamat[having same manifesto].  
إِلَّا مَا قَدْ سَلَفَ = let the past gone.[done is done]

all these mother sister states confused me, I tied to translate some verses from our Urdu translation, can you please correct them :P  
 
Surah Nisa is not about marriage.  
 
The basic thing one has to do is to have a look at the topic in the chapter, does surah Nisa talk about Marriage or is it touching upon the relations and dealing with all the unsupported states and individuals?  
 
يُرِيدُ اللَّـهُ لِيُبَيِّنَ لَكُمْ وَيَهْدِيَكُمْ سُنَنَ الَّذِينَ مِن قَبْلِكُمْ وَيَتُوبَ عَلَيْكُمْ ۗ وَاللَّـهُ عَلِيمٌ حَكِيمٌ  
 
(He wants to make clear the command to you and to explain the procedures those before you that is directed to your attention. And he is well aware and knower  
 
Question is, are the marital issues of the nations before us that are the same? Was it normal to marry your sister daughter and mother in previous nations, that Allah needed to send a surah in order to prohibit it?- Was cousin marriage normal in our previous societies ? Is this the conduct the Quran try to explain under the above given ayah where it said it want to make us aware of our previous nations sunnah, habits and acts?  
 
Cousin marriages were never prohibited before, that the Quran had to step in and allow it now.  
 
Neither is it necessary to allow it in this era as it is proven to be harmful in many cases. Because research has shown that such marriages are causing disadvantages. How is it possible that the Quran allow cousin marriage which is proven to cause troubles by research?

"And if you're afraid that your society is not doing justice to society orphans (left alone), then make arrangements with two or three or four of the parties of weak people, conferring to what is suitable for you. But if you feel you shall not be able to deal justly with them, and then keep only one or the party already under your agreement, that will be more suitable, to prevent you from doing injustice."  
 
Basically, these orders are to resolve issues occurring after the fall of nations and states. One can translate it as one wants, but as long as the background is not taken into consideration; the real picture is not portrayed. This cannot be about marriage as it makes no sense. It cannot be taken as parties within a state either, because of the فَوَاحِدَةً (Then only one). Question is, which only one party is this about?  
 
One has to see the context, which is war, and in a situation of war, not only individuals are orphaned but societies, tribes or nations face hardship and troubles as well. Surah NISA is dealing with such situations and humans beings as well as nations that are orphaned as results of war damages.  
 
4:19  
 
So those who have established peace, it is not lawful for you to forcibly inherit weaker states Nor should you forcibly take away parts of that which you have given to them, except that they have disobeyed any order from Mumliqate Elahya explicitly. Live with them under the commands of Mumliqate Elahya. If you don’t like them, it is possible that what you don’t like, Mumliqate Elahya have placed in it much good.  
 
4.20  
But if you intend to replace a state by another, then even though you have given it loads of wealth earlier, take not the least bit of it back; would you manifest injustice take it back wrongfully without a right?  
 
These orders are being issued for those countries which are under domination or مسقوط state is given for the establishment of a system  
 
4:21  
And how can you take it when both of you have benefitted from each other, they have made with you a firm covenant?  
 
4:22  
Agreements with the states and countries your mentor states have made, you do not have agreements with them. However, what has happened in the past – Certainly this is undesirable disgrace against the commands, and the worse procedure  
 
مَّۃً ُا  
Is used for a nation as well as for an upright man 16:120  
As basis of a root ۔ الْكِتَابِ أُمُّ (basic roots of Al Kitab)  
 
هُوَ الَّذِي أَنزَلَ عَلَيْكَ الْكِتَابَ مِنْهُ آيَاتٌ مُّحْكَمَاتٌ هُنَّ أُمُّ الْكِتَابِ وَأُخَرُ مُتَشَابِهَاتٌ ۔۔۔۔ أُمُّ الْكِتَابِ  
 
And for a countries head quarter/ capital  
 
أُمَّ الْقُرَىٰ جیسے کہ اس آیت میں وَهَـٰذَا كِتَابٌ أَنزَلْنَاهُ مُبَارَكٌ مُّصَدِّقُ الَّذِي بَيْنَ يَدَيْهِ وَلِتُنذِرَ أُمَّ الْقُرَىٰ وَمَنْ حَوْلَهَا  
 
4:23  
You are not allowed to make agreements with the states or parties/groups that your basic nation have made an agreement with and every small or big state that is on the same wavelength and of one mind with the basic nation. Or states of dignified people, and states and subgroups that are under their supervision - and the basic groups that are under your training, and those groups that are trained with you, and subgroups of those groups that are under their supervision.  
 
And you cannot deal with these states that had under their supervision novice-groups that you caused trouble with in relation to commands/ laws. And if you were not causing any trouble there is no prohibition. And you are also allowed to make agreements with your abna Qawm that are your strength and potency. And it is also allowed to unite two similar parties Except the first has passed surely the Mumliqate Elahya provide rahmat and protection  
 
4:24  
 
Also those parties that the parties under your custody have joined agreements with are prohibited for you to make an agreement with. However, except those who previously are already in agreement with you for any reason. This command is divine/ Elahya, which you must stand for. Except for these, it all is legal that you obtain it through your resources, under the condition that they are law abiding and not involved in bloodshed. When you have benefited from them, then give them the accolade as prescribed. However, there are no restrictions upon you, if you after the agreement, mutually decide to you have compromise of any kind. And Mumliqate Elahya possesses wisdom and knowledge. Allah knows, All-wise  
 
 
4:25  
 
If any of you have not the means wherewith to make an agreement with groups from ahle aman that have already made agreements, then make agreement with the parties that are not fully formed and are under the custody of ahl amn. And Mumliqate Elahya is fully aware of your agreements. Ye are one from another. And make agreements with the not fully formed groups with the permission of their Ahl, and their accolade must be according to the laws of Mumliqat. The beginning parties must fulfill the commitment, neither should they initiate bloodshed with the enemy, nor should they befriend them. If they breach of the contract after the agreement, then their Azaab is half compared to the main established parties. This order is for the one among you who fear maltreatment and suffering. To live by the discipline is better for you. And Mumliqate Elahya رَّحِيمٌ غَفُورٌ
