Brother Moazzam ! Please reply the following criticism "Most international human rights organizations, such as Human Rights Watch and Amnesty International, condemn Islamic laws that make homosexual relations between consenting adults a crime. Since 1994 the United Nations Human Rights Committee has also ruled that such laws violated the right to privacy guaranteed in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.
However most Muslim nations [specify] insist that such laws are necessary to preserve Islamic morality and virtue. In May 2008, the sexual rights lobby group Lambda Istanbul (based in Istanbul, Turkey) was banned by court order for violating a constitutional provision on the protection of the family and an article banning bodies with objectives that violate law and morality.
It is also noted that the Qur'an's condemnation of homosexuality has frequently been ignored in practice, and that Islamic countries were much more tolerant of homosexuality than Christian ones until fairly recently. (By Ibn Warraq, Why I Am Not A Muslim, pages 340-344, Prometheus, New York, 1995 ).

The Qur'an's condemnation of homosexuality as mentioned in verses 26/165-166 has also been violently ignored in MADARSAS (as reported by ex- minister religious affaire sindh, Pakistan, Dr. liyaqat)
In both cases the Human Rights are at stack comparatively in Muslim communities.

Dear Naeem Seikh : Quran is the only book which provides permanent values in humanities to guide the mankind for the betterment of all human being. Quran never gives list of crimes and there respective punishments rather leave it at society’s will to legislate in any discipline of life.
Any society in his era can extract the laws to protect the Human Rights in large in each aspect of life and legislate what is most benefited to the mankind. Because the freedom of thoughts, choice and will are the basics of human Rights, therefore Quran only warns the consequences / out comes (ultimate results) against their actions.
As for as the punishment or the act of Homosexuality described in verse 26/165-166 is concerns, it is in fact is the FALSE STORY borrowed from BIBLE as quoted below.

“Christian objections to homosexual behavior are often based upon their interpretations of the Bible. Some Christians believe that the book of Leviticus contains prohibitions against male-male sexuality. Some Biblical scholars interpret Genesis 19:5 as indicating that homosexual activity led to the destruction of the ancient cities of Gomorrah.
I have already interpreted the verses26/165-166 in detail some where at this blog. The medical doctor and psychologists could guide the legislators / people about the harms and complications of HOMOSEXUALITY, to proceed for further action to be taken.

Christian /Muslims objections to homosexual behavior are often based upon their interpretations of the Bible/ hadith. Some Christians/ Muslim believe that the book of Leviticus/ bukharee contains prohibitions against male-male sexuality.
Muslims scholars quotes the verses of Quran i e 26/165-166 to object the homosexuality, same as the chritian scholars quote from bible Genesis 19:5. The legislator of any society should cosider the following research while making law in this regard."There is now a large body of research evidence that indicates that being gay, lesbian or bisexual is compatible with normal mental health and social adjustment. Because of this, the major mental health professional organizations do not encourage individuals to try to change their sexual orientation from homosexual to heterosexual. Indeed, such interventions are ethically suspect because they can be harmful to the psychological well-being of those who attempt them; clinical observations and self-reports indicate that many individuals who unsuccessfully attempt to change their sexual orientation experience considerable psychological distress. For these reasons, no major mental health professional organization has sanctioned efforts to change sexual orientation and virtually all of them have adopted policy statements cautioning the profession and the public about treatments that purport to change sexual orientation. The Royal College of Psychiatrists shares the concern of both the American Psychiatric Association and the American Psychological Association that positions espoused by bodies like the National Association for Research and Therapy of Homosexuality (NARTH) in the United States are not supported by science and that so-called treatments of homosexuality as recommended by NARTH create a setting in which prejudice and discrimination can flourish.

SOCE has been controversial due to tensions between the values held by some faith-based organizations, on the one hand, and those held by lesbian, gay and bisexual rights organizations and professional and scientific organizations, on the other. Some individuals and groups have promoted the idea of homosexuality as symptomatic of developmental defects or spiritual and moral failings and have argued that SOCE, including psychotherapy and religious efforts, could alter homosexual feelings and behaviors. Such efforts have serious potential to harm people because they present the view that the sexual orientation of lesbian, gay, and bisexual youth is a mental illness or disorder, and they often frame the inability to change one’s sexual orientation as a personal and moral failure. Many of these individuals and groups appeared to be embedded within the larger context of conservative religious political movements that have supported the stigmatization of homosexuality on political or religious grounds. Co-founder and other former Exodus International issued a public and formal apology for their work as ex-gay leaders and the harm they caused to those they tried to help.

Other ex-gay groups make no claim to change sexual orientation, but instead encourage celibacy. Organizations such as Exodus International and Parents and Friends of Ex-Gays believe that, regardless of one's sexual orientation, "practicing homosexuality" is always a deliberate choice. They present people who have attained "abstinence from homosexual behaviors" as reflecting the result of deliberate attempts at change.
